The Brazil Football Confederation (CBF) outlined its rules for sports betting advertisements in its 2024 General Competition Regulations. These regulations is in line with Law 14,790 (Bill 3,626), the legislation legalizing igaming and sports betting in Brazil last December. “All advertisements must adhere strictly to the new regulations,” a CBF spokesperson emphasized.

No Celebrities, No False Promises

Here’s a list of the key rules set out by the Brazil Football Confederation (CBF) for sports betting advertisements under Bill 3,626:

  • Advertisements must not include celebrities or public figures endorsing gambling.
  • Ads cannot make unsubstantiated claims about the likelihood of winning.
  • Advertisements must not promote betting as a socially approved pastime or suggest that gambling can solve financial issues.
  • Only licensed sports betting operators are permitted to display ads at CBF competitions.
  • Operators wishing to display ads must provide a declaration of non-involvement with any match-fixing activities.
  • The CBF reserves the right to prohibit ads from operators suspected of match-fixing or not aligned with CBF policies
  • Clubs that display sports betting ads that contravene these rules will be subject to fines.

Four stages for implementing these rules

The Ministry of Finance has set a four-stage timeline for carrying out these measures, with a complete framework to monitor gambling advertisements expected by the end of June.

Here are the four stages of implementing betting regulations in Brazil:

1. Technical, Payment, and Security Standards:

  • Focuses on establishing the necessary technical requirements that licensed operators must follow.
  • Timeline: Completes by the end of April.

2. Anti-Money Laundering and Security Protocols:

  • Introduction of measures to combat money laundering and terrorist financing.
  • Additional rules concerning fraud and weapons of mass destruction.
  • Timeline: Runs until the end of May.

3. Monitoring and Enforcement:

  • Sets up a system to monitor and enforce advertising guidelines for gambling.
  • Confirms the implementation details.
  • Timeline: Concludes by the end of June.

4. Social Responsibility Contributions:

  • Focuses on how the industry contributes to socially responsible causes.
  • Timeline: Ends by the end of July.

The regulation of Brazil’s sports betting market is advancing, with the first stage addressing technical, payment, and security standards for licensed operators.

Following stages will introduce anti-money laundering protocols and other security measures, targeting full regulation by the end of July.

Note, only licensed operators who submit a declaration of non-involvement in match-fixing are permitted to advertise at CBF events. Clubs that violate these standards will face fines.
